Mayor: He Haidong

He Haidong, born in February 1966, is of the Han ethnic group. He, who has a master's degree, joined the Communist Party of China in June 1985, and started working in July 1987.

He was elected mayor of Hohhot during the fourth session of the 15th Hohhot Municipal People's Congress on Feb 25, 2021.

He is currently responsible for the overall work of the city's municipal government.

Executive vice-mayor: Liu Chengmin

Liu Chengmin, born in December 1968, is of Mongolian ethnicity. Liu has a bachelor's degree in engineering from Inner Mongolia Forestry College. Liu joined the Communist Party of China in May 1995.

Liu is currently executive vice-mayor of Hohhot, capital of North China's Inner Mongolia autonomous region, responsible for assisting the mayor in charge of the daily work of the Hohhot municipal people's government, the economy and auditing, State-owned assets and energy.

He also assists in administrative approvals, open government affairs, emergency management and public resource transactions, as well as coordinating the promotion of the economic system and ecological civilization system reform and work on construction of the subway, airport and railway.

Vice-mayor: Wang Haolei

Wang Haolei, born in August 1977, is of Han ethnicity. Wang graduated from Peking University's Marxist College, majoring in Science Socialism and International Communist Movement. He has a doctor of law degree.

Wang joined the Communist Party of China in June 1996.

Wang is currently vice-mayor of Hohhot, capital of North China's Inner Mongolia autonomous region, responsible for assisting the mayor in charge of the digital economy, the non-public economy, private capital investment, foreign affairs, big data applications, smart city construction, Beijing-Hohhot dedicated cooperation and other aspects.

Vice-mayor: Mao Baofeng

Mao Baofeng, of the Manchu ethnic group, was born in Jiaozuo, Henan province. Mao joined the Communist Party of China in January 1991, and started working in July 1991.

Mao graduated from the People's Public Security University of China with a bachelor's degree in law.

Mao is mainly responsible for assisting the mayor in public security, justice, handling public complaints, maintaining social stability, advising on the government legal system, legal reviews, legal consulting, and presiding over the work of the Hohhot public security bureau.

Vice-mayor: Xu Shouyi

Xu Shouyi, born in October 1977, is a member of the Han ethnic group. The master's degree holder is currently vice-mayor of Hohhot, Inner Mongolia autonomous region and is responsible for assisting the mayor in the areas of science and technology, agriculture, animal husbandry, management of rural areas, rural revitalization, grain, rural water conservancy, forestry and grassland management, finance, supply management and marketing.

Nominee for vice-mayor: Xiao Fang

Xiao Fang, born in August 1971, is a member of the Mongolian ethnic group. She is a doctoral candidate and member of the China Democratic League.

She is currently nominated for vice-mayor of Hohhot and president of the Hohhot Municipal Red Cross Society.

She will be responsible for assisting the mayor in the areas of education, sports, health, medical security, civil affairs, and local chronicles.

Vice-mayor: Wang Yanjun

Wang Yanjun, born in September 1981, is a member of the Han ethnic group and master's degree holder.

Wang is responsible for assisting the mayor in the areas of investment promotion, regional economic cooperation, headquarters economy, business circulation, market supervision and management, human resources and social security, payment of migrant workers' wages, veterans affairs, and ethnic group management.

Nominee for vice-mayor: Liu Jianguo

Liu Jianguo, born in May 1973, is a member of the Han ethnic group and master's degree holder.

He is currently nominated for vice-mayor of Hohhot and will assist the mayor in the areas of natural resource management, land purchase and storage, housing and urban-rural construction, urban management, landscaping, public resource transactions, and civil air defense.

Nominee for vice-mayor: Zhang Yongwen

Zhang Yongwen, born in September 1972, is a member of the Mongolian ethnic group and bachelor's degree holder.

He is currently nominated for the vice-mayor of Hohhot and will assist the mayor in the areas of industry, environment, State-owned asset management, transportation, urban public transportation, airport management, railway management, subway construction and other areas, as well as coordinate and promote the reform of the ecological civilization system.

Director of Management Committee of Horinger New Area: Zhu Jianguo

Zhu Jianguo, born in January 1966, is a member of the Han ethnic group and master's degree holder.

He is currently Director of the Management Committee of Horinger New Area, and responsible for presiding over the committee's work.

First class inspector: Bi Guochen

Bi Guochen, born in August 1963, is a member of the Han ethnic group and bachelor's degree holder. He is currently a first-class inspector of Hohhot, responsible for assisting the mayor in promoting the high-quality development of the new energy industry cluster centered on the photovoltaic industry and the modern fine chemical industry centered on Jiutai projects.

Second class inspector: Yun Xinming

Yun Xinming, born in September 1966, is a member of the Han ethnic group and bachelor's degree holder from Hohhot, Inner Mongolia autonomous region.

He is currently a second-class inspector, responsible for assisting the mayor in promoting the construction of Yili Modern Smart Health Valley and Mengniu Dairy Industrial Park.

Director of Major Project Construction Office: Zhang Guoping

Zhang Guoping, born in October 1963, is of the Mongolian ethnic group. Zhang, who has a master's degree, joined the Communist Party of China in June 1994, and started working in July 1985.

Zhang is responsible for assisting the mayor in investment promotion and regional economic cooperation, as well as completing other tasks assigned by the mayor.

Secretary-general of Hohhot municipal government: Zhang Zhongdong

Zhang Zhongdong, born in March 1967, is of the Han ethnic group. Zhang, who has a bachelor's degree, joined the Communist Party of China in July 1990, and started working in July 1990.

Zhang is responsible for assisting the mayor in handling the daily work of the municipal government agencies, presiding over the work of the municipal people's government office, and completing other tasks assigned by the mayor.
